Replying to the discussion on the bill, Minister of State for Urban Development Rajesh Tope said the regularisation of illegal construction in Ulhasnagar will not become a precedent for other cities.
He also said Thane district collector has been authorised regularisation of illegal constructions.

Tope said action would be taken against those buildings where FSI more than four had been utilised. There are 588 such buildings. He, however, said the government would soon make the roads free of encroachment.
He said the Nandlal Committee, appointed to inquire into the illegal construction in Ulhasnagar, had recommended action against 97 staff and officers. Of these, 83 are from Ulhasnagar and the remaining 14 were on deputation who were also blamed for unauthorised constructions in Ulhasnagar.
He said 38 people were found guilty in the departmental inquiry and action was taken against them, while final action is awaited against four others.
He maintained that 39 were found not guilty according to the inquiry and a fresh inquiry had been ordered against two.
