Naxals present 11-point agenda for talks

The Communist Party of India (Marxist-Leninist) [People's War] and the CPI-ML [Janashakti] have mooted an 11-point agenda for the peace talks with the Andhra Pradesh government in Hyderabad on October 15.

Emissaries of the two groups presented the list to Home Minister K Jana Reddy.

They listed 'minimal' steps to be taken by the government to create a democratic environment. These include withdrawal of all cases registered against those participating in 'people's agitations', release of all political prisoners, withdrawal of rewards on 'revolutionary' leaders and disbanding of various outfits like the 'Greyhounds commando force', formed by the police to target the naxalites.

Among the other demands are land distribution and agricultural development, repudiation of 'World Bank-dictated' economic policies, self-governance for tribals, separate statehood to Telangana and development of backward areas of Rayalaseema and north coastal Andhra regions.

The naxalite groups also suggested 10 modalities to ensure smooth talks.

Besides Hyderabad, the talks should be held at Warangal, Visakhapatnam, Anantapur and Guntur towns, they demanded.

Mediators should participate in the talks as observers and they may give suggestions to carry forward the process of talks, they added.

The committee formed to monitor the ceasefire should be empowered to give recommendations after inquiry into any violations of ceasefire during the talks. "If necessary a machinery should be created to help the committee conduct an inquiry into any violations," they added.

They said both sides should desist from making any statements that can affect the talks process.
