Pak calls for international mediation to ease tension

Islamabad believes that active mediation of the international community is required to reduce the strained situation on the Indo-Pak border, Iftihar Murshed, Pakistan's envoy to Russia said on Wednesday.

"Pakistan will not be the first to start military actions or to use nuclear weapons,'' he said in Moscow.

Murshed said Pakistan considered its nuclear weapons 'a means of restraint' to help avoid war between the two countries.

He said that Britain's foreign minister and UN Secretary General Kofi Annan would visit Islamabad next week.
