SC directives to be enforced in J&K poll

In the first enforcement of Supreme Court's directives on electoral reforms, the Election Commission in Jammu and Kashmir on Wednesday said candidates for the state assembly poll have to declare if they have been convicted or chargesheeted in any case.

Chief Electoral Officer Pramod Jain said that all candidates would have to file two sets of affidavits with their nomination papers -- one for information of voters and the other to determine the qualification or disqualification of nominees.

The candidates will have to detail their convictions and imprisonment, if any, in one set and any charge sheet for punishable offences in the other as part of the Supreme Court directive and right to information of the electorate.

"The affidavits will be displayed at conspicuous places by returning officers for the information of the masses," he said.

Jain said as per existing stipulations in Peoples Representation Act, candidates who have been convicted and imprisoned for not less than two years would be disqualified from the poll.

The elected candidates would have to furnish details of their assets and liabilities within 90 days of their election, he added.
