Dos and don'ts for MPs and MLAs

1. Maintain inviolability of Question Hour
2. Refrain from entering well of the House
3. If a private member wishes to quote from a secret government document, paper or report, he shall supply a copy in advance to the Speaker and indicate the portions he wishes to quote to enable the Speaker to decide whether permission should be given for the same
4. Declare a personal pecuniary or direct interest in a matter before the House while taking part in the proceedings on that matter
5. Observe solemnity, dignity and decorum on the occasion of the President's/governor's address
6. In case of conflict between personal interest of members and public interest, to subordinate personal interests to the duty of their public office
7. Keep uppermost in their mind the fundamental duties
8. Not to interrupt any member while speaking by disorderly expression or noises or in any other disorderly manner
9. Not to obstruct proceedings, hiss or interrupt and avoid making running commentaries when a member is speaking
10. Not to shout slogans in the House
11. Not to tear documents in the House in protest
12. Not to sit on satyagraha or dharna (protest) inside the House or anywhere within precincts of Parliament or state/Union Territory legislatures
13. Not to bring cellular phones or pagers into the House
14. Not to make allegations of a defamatory or incriminatory nature against any person unless the member has given advance notice to the Speaker and the minister concerned so that an investigation may be made for the purpose of a reply
15. Not to refer to any matter or fact on which a judicial decision is pending
16. Not to read a written speech except with a previous permission of the Chair
17. Not to question or comment on the ruling of the Speaker
18. Not to speak unless called by the Speaker
19. The evidence given before the House committee shall not be published by any of its members or any other person until it has been laid on the table
20. Committees should not normally undertake tours unless it is absolutely necessary to undertake an on the spot study tour for proper examination of the subject
21. Tours should not be undertaken merely because something has to be seen or discussions held with local authorities
22. Not to try to secure business from government for an organisation with which the member is concerned
23. Not to make profit out of government residence allotted to MP/MLA by sub-letting the premises
24. Not to unduly influence government officials or ministers in a case in which the member is interested financially, directly or indirectly
25. Not to write recommendatory letters or speak to government officials for employment or business contacts for any of his relations or other persons in whom he is directly or indirectly interested
26. Not to wear or display badges of any kind in the House
27. Not to bring or display arms in the House
28. Not to display flags, emblems or any exhibits in the House
29. Not to distribute within precincts of Parliament House any literature, questionnaire, pamphlets, press notes, leaflets not connected with the business of the House.
