Blackwill hand in Bush's reversal of policies

Robert D Blackwill, who was nominated US Ambassador to India, is a career diplomat who questioned the Clinton administration's views on China and who said last year that George W Bush administration "will undo" Clinton's policies on weapons of mass destruction.

During the Clinton-Gore years, India and Pakistan tested nuclear weapons and Iran proceeded "vigorously" with its weapons of mass destruction programmes, assisted by Russia, Blackwill said last October. Iraq began "to escape the box it had been put in by the previous administration," he added. He did not elaborate though how Bush will correct the mistakes of the previous administration.

"Bob Blackwill understands the important place India holds in my foreign policy agenda," Bush said. "He will bring a wealth of expertise to the position."

Blackwill is greatly responsible for Bush's reversal of policy on China. Differing from his predecessor Clinton's view that China is a strategic partner of the United States, Bush identified China as a competitor to America.
