He told party workers of the border districts of Kupwara and Baramulla in Srinagar that it was unfortunate that the Kashmir issue was hanging fire for 54 years.

''We cannot resolve the Kashmir issue without the participation of Pakistan in any dialogue,'' he said. In an oblique reference to the autonomy question, he said the people of the state wanted the Centre to ''fulfil promises made to them''.

He expressed concern over the delay in allocation of annual plan funds to the state. All other states have been provided sufficient funds, he added.

The state's revenue has reached Rs 9 billion against a mere one billion in 1996 when the National Conference government came to power, he said.
